No, 1st Class SOLDIER isn't a measure of power level, it's a measure of experience and battlefield accomplishments.
Sephiroth, Angeal, and Genesis, were the top because of the fact that they were experiments from birth. Cloud was OP as fuck because he was turned into a literal Sephiroth clone and he was a naturally talented swordsman to begin with (the only reason he didn't make it in was because he wasn't mentally cut out for Jenova cells and Mako treatment, as you can obviously figure out just by playing the game.)
Zack's just a normal SOLDIER that got gud. The last stand was cringeworthy as fuck.
