Because of how open ended it is. A constant stream of mods, as well as texture packs and shit keep it " relatively" fresh in the minds of young kids. Mods that change the game only slightly make it feel like a whole new game for them. With the phasing out of television and saturday morning cartoons, this is what kids go to. It's familiar, they can relate to it, and they like it.
It's really that simple.
