Why would it not? Fallout's world is extremely huge, filled with content. Sure, Undertale's OST is fucking marvelous, but it's extremely linear.

I've seen blatant fucking faults in world design. Seams in landscapes, cutting corners by removing shit that's underwater, etc...
And apparently they aren't aware of what occlusion culling is, and they render ALL shadows at ALL times leading to a nice buttery smooth 20 fps in most parts of the cities on the best hardware.
Also godrays is an FPS killer too.
I also love getting frozen in terminals all the time, having my tab button break, and having keys hardcoded for no reason.
