Never was it even implied that the character with the most votes would be added.
The ballot was a suggestion box. You named a character and gave reasons why you wanted them in the game.
The idea is that people from Nintendo read the suggestions and if they like the idea they make it into a character.
Popularity may sway their opinion, but ultimately 1 person could've voted for a character, and if they liked that 1 person's idea it could become a new character in the game.

My point is that it was being implied that the ballot was a popular vote and that they were counting votes.
There was no indication anywhere that they would be counting votes or making any decisions based upon a popular vote.
I think they want ideas that they can actually implement so even if 100,000 people say they want a character, unless they can implement that character in a way that lines up with their vision of things then they're not going to do it.

The same could be true of a character like Bomberman.
I'm sure they'll do some form of parsing and look at the character spread, skim the arguments for certain characters and then look at how many people want any given character and figure out whether or not they can implement that character in a way they like.

And I've seen Mugen, what the hell is your point? There's a big difference between writing down on paper a bunch of moves and actually building the moveset in the game.
You have shit like figuring out what the hitboxes will look like, what the frame data will look like, does it auto cancel or not? What's the knockback and trajectory going to look like?
And that's all if you can settle on what the moves will be in the first place.
Now, if you can figure out all of that, you have to then follow up with figuring out whether or not the moveset is balanced and if you can make it balanced.
You might come up with a moveset and make everything work as intended only to find out you can't actually balance the moveset and retain the ideas behind the moves at the same time.
Looking at how Smash has been patched thus far, they haven't actually changed moves for anyone-- in the sense that one move was replaced by another.
No, all the Smash patches deal with adjusting hitboxes, and the numbers behind the move while keeping the original move.
That's where all the developing time goes and that's why it's work coming up with a moveset that actually works and that can be balanced.

My point is that they were able to figure out interesting movesets for these characters and make them balanced. Granted, WFT and DH are considered two of the worst characters and ROB and G&W are generally considered pretty bad as well, they're still generally pretty balanced.
Ridley isn't going to be in the game because he's too big and now because he's a stage hazard on one stage.
I can't prove that's the reason he's not in the game, but if you look at his size on the stage he's in it's pretty obvious they wouldn't want to shrink him down to like a 5th of that size. Ridley is just a big guy and you can't shrink him down just to shoehorn him in.

Just because a character is a stage hazard or assist trophy that doesn't mean it rules them completely out logically and technically speaking. Just as Ridley, Metal Face, and other hazards are disabled in 8 player smash they can do it for if the character were playable. Heck I'm also pretty sure there was an event where a specific assist trophy character (or PokeBall character, both items generally function the same way, activate it you summon X) would only appear after each time used disabling other assist trophies. So your saying they can't just simply disable one when chosen as as playable? I'm not saying this stuff is going to happen I'm just thinking logically.
And it doesn't really matter how big the character is, fact in the matter is, Ganondorf was re-sized, and was like that in WindWaker and Twilight Princess and even pretty huge in Hyrule Warriors. All they did was constrain his proportions and making him look proportionally normal compared to the other characters. They can do the same with Ridley, this is a group of professionals, not amateurs or intermediates.
