Drawing anime gimps your potential, anime is a style, you need to learn the fucking basics and immitate nature rather than stylized chink work.
Once you have a good sense of proportions and perspective, you can either imitate other artists or create your own style, but not before, if you start just copying harada or any other nip you're gonna be stuck trying to immitate them, and you're gonna fail hard because you're not talented naturally, you're developing a skill that requires some foundations.
Once you get confidence in your lines and can recreate things without hesitating it's a much smoother ride, you'll do stuff naturally, and you'll be able to find your mistakes rather than check if your drawing is wrong because it isn't made the same way the gook used to make them.
I started with anime too, then switched to classical, then back to anime and now I started sculpting. Mastering digital is very strong for internet and commercial purposes, but honestly you'll get bad habits, grab a pen and draw a ton of shit on paper, if shit looks bad deal with it instead of erasing a dozen times with ctrl+z.
If you want to keep doing animu stuff it's ok, but imo you'll learn more by watching Frazetta, Rodin, Albrecht Durer, for monsters and shit I really like Takayuki Takeya.

There's nothing wrong with having to look things up again after you've learned them in programming.
If you have a basic working knowledge of Ruby and you can write things that run, the next steps are tedious, but will make you 100x better than a lot of programmers out there if you pick them up early and have the discipline to stick to them and they will save you a lot of time and frustration for the rest of the time you spend programming:
Learn and use a version control system; try git first because it's the one you'll encounter most often. Use it for every single project you start, even ones you think are just "throwaway" projects.
Learn about test-driven development and always use tests from that point on, whether or not you stick strictly to the test-driven development methodology. Code is impossible for a human alone to properly verify and bugs can ruin everything without you even knowing they're ruining everything.
Learn how to use Ruby's debugging tools. Don't just rely on print statements peppered throughout your code.
Do all of this before getting too far into a big project of your own. As for learning other languages, anything else should be within reach for you if you have a decent grasp of Ruby.
Read through other peoples' code to understand HOW people program in Ruby; it's not enough to be able to just scrape together something that works, it's important to know the correct way to do things.
Once you feel confident reading other peoples' programs and have a good grasp of your language's idioms, contribute to projects that interest you. Learning how to work in a team and use tools in a team environment is very important and will teach you a lot for your single-person programming, even if you never plan on really working on a team.
