It wouldn't be as bad if not all that user made content for other video games had more than licensed sound. And i am not even talking about the fact that it took them this long to release a buggy beta.
They really should've announced it when most of the game was finished, like a month before an actual release. And then release an editor a few weeks after. It would take longer, sure, but this game had plenty of delays so it couldn't be worse. So much time passed i don't even really feel like checking that editor out.

I don't see why anyone should. The Editor isn't exactly intuitive, although there are tons of interesting features in it. Until someone makes something worthwhile with it and shows it off, no one really knows what can be done with it, and there's nothing for people to do right now except make a few fucked up levels, say, "huh," and maybe give it a go later when they've figured it out.
Hotline 2 isn't fixed by the editor, but it might be - eventually.
Also there's no music in the editor itself, lol.

The originally stated that a level editor would be deployed after the game release some time during spring 2015. Lots of people probably bought the game expecting to receive the promised level editor within 1-2 months after release, instead they get it now.
If you don't see a problem with that, there's not really anything left for us to discuss. They advertised it as a selling point, then failed to deliver on time. It cannot possibly be any more straightforward.

Great! i already got 2 ideas on what to work right now with the editor.
One is an alternate "what if" where the son regain his power and money, and the colombians launch a revenge attack on his new building (basically the last level of the last chapter but from the other way around) starting from his big open room and grabbing a shotgun to blow the door with a few colombians about to open it, it all proceed to the main hall where cops already arrived, ending perhaps with the son walking out of the building to be killed by cops.if nobody liked it i can change it, after all i haven't started.
The second is to recreate the last battle from the second movie of the punisher wich is a huge building filled will all kind of tugs starting with russians, to junkies, black people and all that shit.
