Last gen xbox 360 won an early lead because of the marketing tactics and sony only slowly got into the gen with the backup of japan. Now they do the same thing microsoft did to secure an early lead and they always have japanese backup on their system.
Ps4 is the best selling console and sells the most cod copies I assume, so activision naturally makes a deal with the company who's doing the best.

Why would they pay for exclusivity if games sell better on PS4 than any other platform combined? Most people who are hyped for a game also want to play it as fast as possible since they've been waiting for absurdely long times for games like FFXV or they are massively overhyped like the FFVII remake. They are not going to wait a year or even more to play them somewhere else.
