They censor religious and violent content in order to sell to a younger demographic in non-Japanese markets.

I didn't but I played Bayonetta 2 which was published and localized by Nintendo, it has a lot, and I mean a LOT of religious references and iconography, and nothing was altered.

That doesn't really make a lot of sense. Australia does have its own requirements because their ratings board is far dumber than almost anywhere else in the world, but this is exactly why you have different localization branches. It'd be unusual for them to force everyone onto the lowest rung.
