Actually they do. The big issue is that CERO is INCREDIBLY anal about nudity to the point of it being an automatic Z Rating and most publishers do not want that.
The fucked up part is, Psychobreak is censored in Japan to avoid a Z Rating. It got a Z Rated DLC pack to put the violence back in, BUT IT'S STILL NOT AS VIOLENT AS THE EVIL WITHIN.
The only publishers who seem to have the balls to release CERO Z are Square, Capcom, and Spike.

The ones that come out later are rips of over the air broadcasts with someone actually editing a script. The real sub groups usually announce what source they're using. I think sometimes they even wait until a later airing on a different channel for better picture quality.
