It's because all the FNAF games are really easily made since they only use 2D pre-rendered graphics, he just makes the models and animates them into slideshows. I believe he said he modelled Foxy on a laptop during a car ride. The actual games just consist of a couple of scripted actions and animations for checking doors/cameras and some game over animations. It's actually kinda impressive that he makes do with such a small scope and limited engine.
