Why was Watch Dogs downgraded, was it an attempt to deceive the public or did Ubisoft just grossly overestimate the power of the PS4 and Xbone and tried to save face through retarded PR campaigns?

My dad works for Nintendo.

It's two-fold:

- Publishers make more money off consolefags who pay more for their games, so obviously better not make the PC version plain "better". They can't really exclude the PC platform anyway, it still brings a ton of money, they simply think it could bring more, but studies show they really shouldn't raise their prices, and indeed, they shouldn't, which is what keeps PC prices lower than consoles, albeit they sure have raised. The piracy boogeyman doesn't help either, they like to claim copy protection costs a fortune, but really, it's cheaper than all the bullshit they have to go through to release on console, and it's cracked one week before release anyway, so they could skip on the cost.
They know it might end, PC still looks better, which is why some pubs came up with Origin or Ubi, so they could better control the prices, skip resellers entirely in the process, and communalize anti-piracy technologies, thus making them transversal to all company products.

- Both Microsoft and Sony ask publishers to make their own version look better, and actively fight each other, not only for exclusives, but for framerate or graphics too. Now obviously that excludes PC, albeit Microsoft sometimes campaigned for better PC versions because Windows, but still. On that, you can easily find proof from a few studios that spilled the beans.

They're not aiming to deceive, they all can make much better looking games, just not on console, so they downgrade it all.

And that's only graphics, they've been playing the "secretely timed exclusive" card at the start of this gen too. By delaying PC versions, more people not only flocked to console versions, but were pushed to next gen consoles too. Which is why all those "exclusives" magically ended up on PC.

It's all about money.

Because usually, with this shit it's a small slice packaged to show of at a game show. They build this really impressive assets, and then when it's time to put it all together as a part of an actual game world, they go 'Oh shit, that won't work'

Watch Dogs wasnt downgraded but it had its original version 'hidden' in a settings file.

Can't speak for most cases, but for Watch Dogs it's because of marketing team vs Dev team.

At the E3 presentation the marketing team wanted to show off and impress people, well market the game. But on the other side, devs had the pressure after the presentation because they knew it wouldn't look as good from the start and the game wasn't even nearly done and anything, even from the gameplay stand point and many other things.

From what I heard, Watch Dogs devloppment was a disaster and the over hype scared the team, they know they wouldn't deliver, but marketers didn't care.

It was mostly outsourced to shitty teams in India and China and other crappy places.

There was a long blog post one of the developers wrote about how they were coming up on deadlines and one of the contractor groups finished implementing the railway right on time - except the track had right angles instead of curves and the train cars would snap from one angle to another at the turns.

This is a complete fabrication. There might have been some better settings not available in the game but I've played with these settings and seen videos of them and they don't go anywhere near what the original demo was.
