Vulkan isn't out yet, so its not being used in any of the games currently on SteamOS.
You know if any other company set out to make a console the only option would be to buy it in order to play the games. With Valve's take on the concept though you can build your own Steam Machine and any SteamOS game will run on any other Linux distro.

Valve won't rely on just Vulkan due to their time frame so we might also get 2-3 derivative of Mantle rather than just Vulkan if the adoption goes really well.

Vulkan is coming this month, I don't think it will mess up Valve's time table at all. Even then they like everyone else in the cross-platform gaming community will still need an OpenGL 4.1 backend if they're going to support OS X so it won't hold up any launches.
We already have 2-3 Mantle derivatives. There's D3D12, Sony's for the PS4 that I can never remember, and now Vulkan.
