Yakuza 4 had a special attack that was a cigarette flick.
DEHR has cinematics with smoking, but I don't think it's in the game.
The Wolf Among Us featured smoking that was decently done.

Nah, the smoking animation in FO4 is way different - the character puts their weight on their back leg and leans back a little. The hand is also higher and out to the side.
Can't really see it here but the hand is a good indication.
