That's being generous. Way less than 50% of the NPCs have any unique dialogue. It's probably closer to 5-10%.

Efficient leveling doesn't matter in Morrowind, because hardly anything scales to your level, and the stuff that does scale has a low level cap.

you have to fuck up real hard for this to happen, mudcrabs are tutorial-tier enemies. pay attention to weapon skills in character creation and don't use blunt weapons if your characters are shit with them.
