You're supposed to deliver the Platinum Chip to Mr. House, the robot digs you up to encourage you to chase after the guy that laid one in your head to complete the delivery.
The robot lived in Goodsprings right where you were shot and was monitoring the delivery of the chip.
Benny doesn't control the robots and he doesn't run The Strip.
The robot isn't a companion and if you kill him, his personality can transfer over to any Securitron is Mr House wants it to.
Nukes did go off though, House didn't stop them all because the chip wasn't delivered.

+ alternate endings
- map was really boring
- more sidequests, but a lot are really boring except a few

- lackluster main quest, as usual
- while character development has improved by a big margin, it's still not the best compared to FO:NV

and as far as the settlement building goes, I think it has a few things that need a patch but overall it works out nicely for me.
It does bug me a bit how you cant craft actual weapons but the modding is so extensive that it makes up for it, imo
