the last two games were 60 fps, its just that everyone was getting random fps dips even with high end hardware. but from what i've heard, its still a vast improvement over the ps3 version which people said was constantly sub 30 fps.

I can confirm this. Sometimes it would lag to under 10fps in some parts. Battles were solid 30fps though.
