They patched it so your teammates can't shoot a fultoned enemy, the problem is thy also patched it so throws no longer knock anyone out therefore nobody bothers to Fulton.

The cover system is terrible and breaks down in tight environments, which is probably why the game lacks any good indoor areas. Weapon and item switching is fucking retarded. The sound design is terrible. No proper CQC counters like MGS3. Etc.
