I haven't played SF since 3rd strike, but I can't see what's wrong with him. He looks original and fun to play.

My only concern is that Fang may be a character that is best played lam. That is, his strategy is to poison and then turtle/run away while it does its thing. Hopefully the poison only does a little extra damage so it is more of a psychological factor (making your opponent more desperate to hit you and dispel the poison) than a raw damage dealer.
Other than that, he looks fun and his design is a bit of fun.
