Obviously practice helps, but I feel like I'm struggling to pull off certain moves or I just can't react fast enough with a normal controller.

Yes there are a few improvements over a gamepad. Plinking is much easier on a stick, and will help your execution a lot, however you may not need to do it as much in sf 5, unless you want to make sure you never drop even those easy links.
If you play in person it's much easier to listen for them churning/buffering a move and it helps you anticipate a move much better. It's the main reason people cry about offline being a whole different game than online, but they hate to admit the "why" of that part and just blame lag. Main reason is peeking/listening to that guy's stick. It's also why they sometimes seat the players opposite of eachother at some tourneys, but you can still hear for it.
