Why is it that despite superhero movies dominating the film industry there's basically NO superhero video games these days? Besides the Arkham games there's basically nothing.

Because they are always poorly implemented and very poorly represent the characters.
The Arkham Games are exceptions to this because Batman is just a man in a cape with a lot of will, money, and know how.
Also Batman is arguably the most popular DC Superhero, easily surpassing Superman. So that popularity makes things involving him bound to be successful.

Why would developers/publishers bother with comic characters and pay licensing when they already have their own recognized franchises and brands? People don't pick up a game and say "gee, Silver Surfer... I guess I have to buy this!", they buy the new CoD, AC, Dark Souls because they recognize their previous experience with the titles, or hear about them from their friends or media.
Also the risk associated with a new franchise with completely original characters or licensed characters is probably very similar.
That Avengers cancelled game looked pretty good.
