The problem isn't actually one of compression. The problem is that of disk access time.
BluRay allows developers to create duplicate assets everywhere on the disk because of the space available.
This was important because the PS3 actually had a fairly slow BD Rom. So rather than waste time seeking assets stored once on disk, they would put them next to each other.
I'm not sure how fast the PS4 BD Rom is, but chances are there will never be one fast enough to stream from disk in real time. But that's why PS4 installs all games to the HDD.
So the reason why it's 23GB? Because SONY would rather some users have slow load times rather than force them to delete content from a full HDD. Unfortunately this punishes the 99% of users who never run out of space. Plus Japan has super fast broadband.
As usual, Japanese devs thinking like Japan is the only country that matters.
As for the download, SONY clearly just make BD Rips and put them on the store, so they are identical once they're installed the HDD.

Regarding that Yakuza 1 Undub problem, it's actually very easy to solve if I think it is the way it is.
Basically if there's two files in English version, but one in Japanese, it would be as simple as replacing the first file with the Japanese equivalent and then just dummying out the second English one. For example if we go by your picture from the last undub related post you could replace 001A with the 001 file and then dummy out 001B. All that assumes that his pic related example has English version on the left and Japanese on the right.
This simple trick is how I undubbed Devil Survivor Overclocked for 3DS.

Also to add to what I said here >>319288475, if this works out I think you should rather focus on fixing up Y3 instead of doing Y1/2 HD Collection seeing as it doesn't have any new content and would be entirely pointless when you can just emulate the PS2 versions at superior resolutions AND proper widescreen (Hor+, more content being rendered on the sides) since the HD Collection has improper widescreen implementation (Vert-, meaning top and bottom of the original 4:3 got cropped to make the new 16:9 aspect ratio). And with Y1 Undub there really would be no real point in bothering with the HD Collection while the cut content from Y3 is some serious bullshit. I mean fuck the Quiz, but cutting the Beach Wedding Trip, Eikaiwa Schools, The Manga Artist one and the Hostess Club is just unforgiveable.
