The game makes it perfectly clear tha Max never gave a shit about Arcadia Bay, she knew exactly where it would be safe and never tried or thought about warning anyone, besides if Max had never gotten her powers Chloe would've died so it's clear the universe wants her to save her as well.

Someone with her powers could EASILY prove she had them by making constant significant predictions.
If she wanted to take the low profile way she could have send an anonymous tip about a bomb somewhere in Arcadia and attach a prediction of some incident to make it seem real.

It's not like this tornado snuck up on the town or anything, it took FOUR HOURS to reach land, and the damage it actually had on the town was more of a T2 or T3 at most. The only people I would have even died would be those who hid in the ABOVE GROUND dinner, and they would have died from it exploding instead of the tornado which barely scratches the paint.
