They weren't nearly as bold with it as they should have been. There are no ways to goof off in the open world that weren't in Just Cause 3. There are a sprinkling of fun extra features here and there like booster detpacks and car jumps but it's not quite enough to set the game far ahead of JC2.

The AI in JC3 is ABSURDLY basic.
Most NPCs just walk/drive in cricles in towns.
The only interaction with the player is if you cause trouble they panic, but they never unpanic just just despawn everutally.
Even the enemy AI just stands in one spot shooting you and makes no effort to find cover or be clever.
