If that's at all true, it limits the CPU to being basically the lower-end Cortex A72.
If it's paired with a recent mobile GPU on the same SoC, you'd be talking a small device with the horsepowers of a top-end tablet/midrange laptop, far outperforming the xbone/PS4 in horsepower at least in terms of synthetics.
The Jaguar-based CPU in the xbone/PS4 is the same mobile chipset as the Semperon 2/3xxx and Athlon 5xxx series and the A72 squarely destroys both.

The tl;dr really is depends on GPU and what the SoC specs in total, the CPU is only about a quarter of meaningful indication of the throughput.
The PS4/Xbone CPU alone is utterly, utterly pathetic - talking a 4-year old processor that would be in an extremely low-end laptop, but the GPU, memory and skill of the developers/coders make up for it.
Yes, any current 16nm TSMC/ARM CPU-based SoC will blast it out the water, but that's just because it's newer and not because of the blood of Nintendo's fanboys that are sacrificed at the altar or Reggie.
