That's bullshit and I know it from experience. Even when it stops re-rolling you can make subtle changes like swapping the order in which you made the same moves and it'll give you entirely different RNG. On top of that there's an option to allow save scumming.

If a shot has a 90% chance to hit, then the probability generator rolls to see whether it hits or misses. However, the entire mission up to the point where that shot is taken can be tagged as a single seed. The pseudo-RNG is based on the contents of the seed. The 90% chance is correct but the shot's outcome will never change if you keep reloading the same save, because the RNG is determined by the same seed every time it's reloaded.

I think you're mistaking what you see on the screen versus what's actually going on. Since the game is turn-based, it seems like your soldier's taking a point-blank shot at an alien that's standing still. If you wanted to adapt it to reality though, everything's in motion: the alien is bobbing and weaving.
