So drifter can equip 8 arts total, right? How many can the other classes equip? Is there any reason to be any class other than Drifter if you have all the arts you want unlocked?

All classes can equip 8 arts. The reason to be different classes other than Drifter (since Drifter has the most skill slots) is because other classes include stat bonuses that might be more valuable than skill slots depending on your build.

Electric Boost is good for making Arcing Horn even better. Plus the one that makes Electric damage stronger against enemies with shock, if you can inflict it.

Also don't use hair trigger with Overwhelm, as it only affects the first strike. Overwhelm is a multi hit attack. Use it with Arcing Horn.

I've beaten XC already and as for Xenogears, I've only played as far as up to Thames for the first time, lost interest in the game for a couple years, then got back into the game but started over because I forgot most of the game's plot and my progress. I'm now back up to this point and heading to Ethos.

No the Exp is pretty level, and then you still cap at 60 so there is not much to worry about, after you cap then you have to git gud to do the end game content.
