Sasuke was actually developing as a character pretty well. He realised he was constantly behind Naruto, and that was taking it's toll on him. He couldn't defeat Haku, he couldn't defeat Gaara, and Naruto was not just mowing them down, but in Gaara's case, actively changing their entire ideologies. Then they had the fight on the hospital roof, and Sasuke saw just how far behind he was. He was getting ready to leave. He had seen how good the Curse Seal could make him. Then Kakashi tied him to a tree (probably not the brightest move), and actually had a semi-decent heart-to-heart, basically saying "You're a cunt. Don't be a cunt. You're not the only person who's lost people. My waifu? Dead. My best friend? Dead. Most of my friends in the ANBU? Dead. My teacher? Dead. Fuck you. Harden up. You've got people who GENUINELY care about you. As in, not just for show. You're a ninja. Fucking act like it."
And that was pretty much the pivotal point of the series. Sasuke could've continued growing as a character, stayed at Konoha, and could've kept the 'Worse than Neji, dark 'n edgy" part of his character, but nope, Kishimoto needed to completely stunt his growth so that he could have a homoerotic showdown with Naruto faaaaaaaaaar off into the future, in a plotline he hadn't even thought of at that point.
Sasuke could've been a genuinely engaging character who had to find the balance point between not being a complete cunt and the whole 'my brother killed my family, and that upsets me'. But nope. Not edgy enough.
