There's a higher up in charge named Tentei who supposedly ordered Lan Di to take away the mirror. Iwao Hazuki also happened to be the man that possibly killed Lan Di's father so he killed him to get revenge. Lan Di is so powerful and feared that the ordinary police wouldn't dare track him.
