It's more than likely not, but it doesn't even matter. As long as she's the enemy, none of this really matters. The heroine we have for Blue Revolution takes the cake when it comes to furthering the bland heroine bit in the series. But still, it's not out yet so I shouldn't be too negative on it since she could turn out to be pretty great in the end.

I've used both and I can say they're about the same, except for some reason using the mouse seems to glitch out sometimes, e.g. when trying to select a unit in map view, the mouse jiggles around and sometimes selects the wrong thing. Also when driving tanks the mouse can make the tank suddenly spin in the wrong direction or just rotate on the spot. But that might just be my shitty mouse. The gameplay is better. Scout rushing has been nerfed, you get more customization options for your units and tanks, and the broken maps actually add some depth. VC1 is scout rush the game.
The story is better. VC never had a good story to begin with, but at least you get better antagonists in this game than the first.
The characters are better since you get a bigger cast that actually gets development. Everyone gets a bonus mission that helps flesh them out.

Scout rushing hasn't been nerfed because the maps are smaller. It'll still take you a turn and most of your stamina to reach the point. Scout rushing has been nerfed becuase bases can now connect to other maps. Your often forced to split up your units and fight a war on two fronts. It's counterproductive to claim more territory than you can defend and waste those AP points. It's more strategy in the core gameplay than VC1 offers.
