No not really. It's a dystopian future, but not cyberpunk. It is as cyberpunk as Half Life 2.

I think that. It looks like a beautiful city, and I love the way so many rooftops are accessible from one another. When I walk around and look at buildings I think to myself "you can only really traverse like 4 or 5 buildings if you were to do cool parkour shit."

Yes. It's set in a modern/futuristic city with a protagonist who rebels against an oppressive authority using hacking and information warfare.
Some will argue that's it's not gritty enough to be cyberpunk but these people shallow aesthetics minded hipsters who cannot into 10th grade level literary analysis

Tons of stories from the Ghost in the Shell movies/shows are cyberpunk as fuck but don't intrinsically involve corporate/government control, "dark cities" or rain. Talk about freaking irrelevant criteria. But if you remove the cyberbrains, false memories, androids and made everything present day then it instantly loses what makes it feel cyberpunk.
