I couldn't help but feel like Menendez got fucked over his entire fucking life and wanted to actually join him. Especially when he didn't even want to mass murder people or anything like that, he just wanted to remove the superpowers from the world by breaking the chain of command.

If he wasn't as bloodthirsty and a drug baron in his earlier years, he couldn't be considered as a villain. In a way he kind of tried to achieve world peace.
