So you have two options here really. Put it in game behind some raid encounter, oh look everyone can clear normal/heroic raids with ease and everyone still gets it relatively easily. Have you read anything up about how they're working? They're not just weapons, they actually give you unique abilities, along with more powerful attacks. In the end, it should be how you play the game, not what item you have in a slot of your inventory, which determines gameplay quality, and this is a way they're going about it.
