NCR annexed the Hub in 2189. Kellogg was a young boy then. The game takes place almost a hundred years after the NCR was created.

The game tells you outright that Kellogg was more machine than man and that he had lived over 100 years, in case you were dumb and didn't connect the dots by then.

Those are both trivial things for modding.

The only difficulty to modding in Robobrains would be the animations, depending on how Bethesda handled the animation system this time. And I've been hearing some rumours it's not quite a hassle as it used to be.

Once the CK rolls out it's easy.

The hardest part from an asset standpoint would probably be making the voice, although I doubt anybody would notice if you stuck a protectron voice on there.

Pathing might be an issue considering they don't exactly walk, now that I think about it.
And of course, making animations is hell in Bethesdaland.

But that's still only a few days' work. And for Bethesda it would take only a fraction of that time.
