Kind of. The thing with Huey is that he DOES things on instinct, impulse because in the back of his head he wants someone dead or is terrified. But when he gets caught, he actually convinces himself that he's innocent.
So he probably did plan the attack, in the sense that he knew what he was getting into. But of course, rationalized it very quickly, like he does everything else. That's what makes him such a piece of shit.
