The game has a unique resource system that sets it apart from others, because you have building you associate with the landscape and you assign workers that toil on them endlessly. The focal point of the game is cities, and they form the basis of your bases.
The territory system is good as well. Allows for some interesting mechanics including attrition and expansion. It also has a risk-type conquer the world type of campaign which can also be fun.

Rise of Nations is sort of halfway between Age of Empires and Civilization. I honestly prefer Age of Empires because it feels a lot more focused and it's rewarding to get a new unit type when you upgrade to the next age. Rise of Nations has all the units types available right at the beginning and you just get stronger versions of the same units.
