The NCR was always set to expand regardless of whether they held the dam or not and Caesars Legion was always set to implode on itself regardless of whether they held the damn or if you saved Caesars life.

Nice meme, but the NCR was clearly experiencing alot of management issues due to overexpansion. All they had was manpower and resources, devoid of tactical prowess or organization.

Their issues were mostly if not all because of the Legion. It's the number 1 reason they can't deal with the various raider groups.
The Legion cuts their supply lines. They have people but no guns to give them.

nah the dam was proof that the NCR was running into major troubles when it came to administration outside its own turf.
The Legion is fucked since ceaser is on his way out barring some incredibly unlikely surgery and Lanius, though a badass, was going to run the legion into the ground.
Assuming that the NCR get the dam working, they have a better hold but depending on how the courier did, they could still have Mr. House sitting back and there is still the Think Tank and the Tunnelers to worry about

It wasn't because of the legion. They're not effective. The entire republic has security issues with constraint raids and gang activity. Neither of these are issues in legion territory.

Nigga what? The Legion hasn't actually made it into NCR territory. They haven't made it much past the Hoover Dam. If you dig into the terminal logs around the game you find out that the NCR is having trouble keeping its borders secure as is but they still insist on expanding. It's a problem that not only House and Caesar bring up, but a few of the top NCR brass in New Vegas also bring it up.

The biggest issue is their size. The resources needed to sustain them are causing them to implode, especially in the Mojave desert where food and water arent as abundant as other places.
