The weird thing is that at one point I saw her in graygarden, traded some gear with her, but then got some alert of a nearby settlement being attacked and warped there without recruiting her, then I never saw her again.
Can you use console commands to teleport yourself to it?
Search Graygarden again, companions tend to wander off, but they stay near the settlement. And are you sure you send her to Graygarden?
If you still can't find her your only option is to reload a previous save.

This kind of stuff or quests that can't complete is the best you can hope for on console. Be prepared for your save to bloat so big that it won't load or for some RAM bug to slow the framerate to single digits, at worst.

Now attempting the Silver Shroud quest and stuck at the part where you have to speak to Hancock. When inside Goodneighbor quest marker shows near Old Granary Burial Ground and when out of Goodneighbor it indicates to return to Goodneighbor.
Tried console command to place Hancock near me. He just repeats the same line over and over and is not possible to interact with.

Usually just waiting around helps. And by that I mean sitting and using the wait command. Set it bout an hour, then get up and look around. Sometimes using VATs to help spot them can help as well. Small areas are best.
