The Institute as a whole are fucking retarded as far as why and how they built the Synths, though. An adequate rewrite would see them trying to attain immortality not through cybernetic augmentation, but through creating entirely different bodies. Who needs to undergo extensive, repeated surgery when you can become a metahuman by uploading your brain into a beautiful robot? Of course, they had to build the Gen 1s and 2s to get there, granting them limited sentience in the process both to shore up their numbers and prove that the models could indeed support human minds. The Railroad's got something to liberate, and the Institute is actually trying to redefine humanity without creating metahumans and then vehemently denying that they're actual sentient creatures.
