Her Story is a game, but more like a game that is more akin to playing chess against a computer with no rules and no ability to win or lose. At the end it just asks you a question about what you have seen and you answer it for yourself. You don't get told one way or another, and the whole thing is quite creepy and moody. It is a game with zero pressure and a pure narrative. I can hardly call it a game, because it's barely got any interactive elements. Nevertheless, interaction and gameplay make a game a game so yeah, its a game.There are no points or stats, just research.
I'd say art games are ones that have minimal aspects that other games focus on. Gameplay would either be all of the game and have very bad visuals, or it would have a focus only on narrative and aesthetic. I'd say The Vanishing of Ethan Carter was an art game because it was basically a beautiful tech demo with pathetic gameplay, but it had a strong narrative bias.
Undertale is really just a game where aesthetic and gameplay all fit a theme and it was unique expressly for its storytelling and how it works mechanically. Art games are also those that take gameplay and put in places you don't usually think they would be, like shmup mechanics in an RPG. Mind you, this RPG had very little in the way of stats, which is basically a story element, too.
