Pretty much almost all of the recent games published by SE that came out on console had a pc port. the new console architecture made it easy to recompile and port games to PC.
It's koei tecmo, right? It's probably going to get ported to PC at some pointwithout online, 30 fps lock and physics tied to framerate, somehow worse textures than the PS4 version and some other bugs

They are starting with Main Heroes first, Villains will get added later, than probably lesser characters like Tifa/Laguna/etc. or newcomers, Noctis won't be in the game until the Console release since they don't want him to be in it before his own game.
I've heard the full roster will be about 40 or so.
