Just Cause games were never meant to be serious, starting from the very own plot of the games, which is always "secret agend in muh dictator country with total freedom" and the absolute retarded-tier lines and dialogues between Rico and the characters (inb4 bolo santosi).
Avalanche made an engine that suits free-roaming sandbox games almost perfectly, and this is shown quite well with JC1, JC2 and Mad Max.
Both games are just a clusterfuck of fetch shit, explosions, general cool-looking sceneries and nothing else.
This doesn't change the fact that both Just Cause and Just Cause 2 were meant to be STUPID fun, and the devs even admitted it.
They're not even trying to make it realistic, just cool to look at (muh graphics) and fun to play.
