NV was fucking terrible and felt empty, New Vegas itself was a giant letdown of loading screens and NPC's spouting nonsensical shit, the entire world was sand and deathclaws, the writing was good sometimes but buried in too much awful segments, and all discussion of the game is hampered by that obsidian "but muh morally grey story" bullshit.
Fuck it, its just such an unengaging mess of a game, the only good thing was Joshua Graham.
Fallout 4 is a total disappointment. It brings the gameplay forward a ton, shooting people is now fairly satisfying. But god damn it's barely an RPG anymore. It's like Beth didn't even look at what worked and what didn't in New Vegas.
It's like MGSV. Both game's devs were really focused on making the gameplay/combat really fun and slick, but they totally forgot why people love the series in the first place.

There are several reasons why they are up so high.
1.They are throwbacks to what Fallout is supposed to be, without being overly nostalgic to the point where it violates the lore e.g east coast supermutants
2.Focus on exploration, You play in two worlds built with care and consistency rather than meme locations for the sake of being random
3.Good storylines. I'll admit The Pitt is weaker of the two, and compared to how story driven FNV is, it doesn't add up. However, it does lay the ground work for something very unique and compelling, and that I can appreciate.
4.They were a complete breath of fresh area from the shit stain that was Fallout 3. As I said, they are throwbacks to what Fallout is supposed to be, and can be that without having Fallout 3 bullshit thrown onto it.
5. FNV biggest weakness is its DLC. Dead Money is mixed, people either love or hate the "drop you into an area with nothing" style gameplay. OWB is only likable if you like that SCIENCE 50s vibe. HH similarly liked only if you enjoy tribals. Lonesome Road was disappointing

NV was much more well received by the player base than 3, and 4 goes out of it's way to be a vastly different game than NV. 4 is a great game outside of horrible technical issues, bland writing/dialog choices, and the fact that it barely has any RPG mechanics whatsoever, but I honestly doubt I'll keep coming back to it over the years the same way that I have NV. NV's overall level design may not have been the best, but the rest of the world was really well done, and the writing and scenarios were genuinely good for the most part. If Obsidian and BS could team up, they'd make the perfect game

Outside of conversations, gameplay is really good. I like how they made VATS more supplemental rather than the way combat is done. World design is fantastic, in usual Bethesda fashion. Crafting may be pretty basic, but it's pretty fun. Not as good as ammo crafting in NV though. I'd rate it a solid 8.5/10. Reminds me a lot of MGSV's situation, honestly: terrific gameplay, poor writing and poorly written cast. At least MGSV was amazingly well optimized though

The gun play is a lot better I'll admit, but this should play second fiddle to ACTUAL RPG elements as the game is marketed not as FPS, but as an RPG. Overall, the gameplay is lacking terribly. The 2D and 3D games are not really comparable since they play very differently.
2 < 1 = Tactics
3 < New Vegas = 4
I ranked them this way for the simple reason that 2 is inferior to 1 & Tactics in terms of choices/writing/exploration/world building and gameplay.
