I always play Fallout as a zen monk. I'll play with only fists/wraps while avoiding as much violence as possible. I'll go out of my way to do the "right" thing even if the cost is larger than the reward.
FO4 almost requires guns/explosives and power armor, since everything seems to always want you dead. In most past FO games, hostiles would sometimes not attack you if you had no weapon as you don't come off as threatening.
FO4, an RPG, won't let me RP because they wanted the CoD crowd so they filled the game with hyper-violence. So yes, I am playing the game wrong.

The only builds that exist in fo4 are minmax
you have to look at all perks beforehand, decide which ones you want, then adjust accordingly.
