With Windows tablets and frontend software (I use Kodi saddled with the Advanced Launcher addon), an HDMI cable, and a portable harddrive, it's not too hard to set up the software and hardware side of a cabinet these days. Relatively inexpensive too- you don't need a powerhouse of a tablet to play most games from the 1990s, down (you can even play Unreal Tournament 2004 on one).
Really it's just the cabinet itself that's a chore, and making it look good. Instructions exist online, kits as well.

They weren't sure Half-Life 2 would hit it off well over there- FPS games aren't popular and, therefore, aren't intuitive to many. As a result, they retooled HL2 and turned it into something like a free-roaming Time Crisis. I don't think it did "well" for an arcade game, but it got the word out.
