Sonic was really obvious. After Snake, everybody kinda knew Sonic was coming. The reveal was still killer, but we knew it was coming.
Pac-Man and Ryu were shocking, but not to the level of Cloud and Snake. Ryu kinda came out of left field, but I feel like Pac-Man was one we sorta had a collective feeling about beforehand because Bamco was helping with the game.
Cloud was ridiculous because he's never been on a Nintendo console before which has always been the rule for Smash Bros.

At this point the only way to beat Snake/Cloud is to bring in a MS/Sony exclusive.

Objectively Snake. Before him, the idea of a 3rd party character was seen as impossible, and the fact that Snake himself is still questionable as "an iconic Nintendo character" or simply a character who could work in a Smash game at all (he comes from an M rated series where you mostly use guns) exponentially compounds in that.
Cloud, but only because I didn't know much about Metal Gear Solid when Snake was revealed, so him showing up was more confusing than exciting. Cloud blew me away because he was a character so many people wanted to be in, but lord knows no one actually thought he had a chance. It was like watching that stupid idea you had when you were 12 come to life.
Everyone else besides maybe Ryu was pretty predictable after Snake: Sonic and Mega Man were already part of the Nintendo library, and Pac-Man was inevitable once Namco was helping with Sm4sh.
Snake was the most shocking overall. As far as SM4SH goes, Cloud was almost as shocking as Snake, but Wii Fit Trainer gets an honorable mention, as well. I legitimately thought it was a running joke to post that she was in the game for about 5 minutes before I saw the official trailer.
