I feel like Turbo made it up to Renaissance Disney tier villain with his Cybug transformation, but was already leaning on it before then.
He was a little fruitcake in his King Candy disguise but he still didn't fuck around, and managed to manipulate Ralph in his favor.
Only downside is he had no villain song, but I'm glad WIR wasn't a musical.
