You can mostly notice it in the really bright areas in the Nightmare, near the poison pools. The bright colored rocks show whats normally covered by the filter.

CA, just like everything else has its place in photography, just because its a flaw doesn't mean it can't be used as an effect.

As far as why they use it in videogames, the same reason they use pocket cams to record horror films these days, because flawed is more realistic than flawless.

We don't see constantly blur because what we are looking at is always focused, everything else is blury but gets sharp when you look at it.

If you actually see things constantly blurred, choppy movement and black screens, then maybe you should visit a doctor because you might have a brain tumor affecting the connection between your eyes and the brain.

Our brain sees things far smoother than a 24 fps camera, even than a 60 fps camera. The things we look at is always sharp and the "black" screens are far less noticeable than that of cameras because we see far more information than film cameras do.

Everything over 24 fps has wasteful frames and that will be skipped and you lose information making them look less real and too gamy unlike movies in real life that are seen in 24 fps.

Like a painting, your TV is a piece of imagery. You can look at different parts of it. If a part of the screen is blurred, I can still be directly looking at this part of the screen, except it will be actively preventing me from seeing what's there. This is obviously bad for gameplay.

Also because you're looking at a screen, everything will obviously be smaller than reality, meaning "more"(Because everything is smaller) will be in your focus point at once. Though this does vary by the size of your screen and the FOV of the game. This links in to why your TV isn't VR, but more a window, to another world, if you will.
