Looks absolutely the same. Abusing tessellation is one of the ways Nvidia Gameworks tries to cripple performance on AMD cards, as AMD cards have problems with masses of tesselation, so Nvidia just turns it up as high as possible, even when it doesn't get you any more quality.

An alternative you can do is set your graphics to low/lowest in the Launcher, and then manually set everything back to where you want it/had it.
This will turn Godrays off, as if you try normally it'll only ever set it to low.

If any one is getting massive frame drops in urban areas, turn you shadow distance to low.
In the ini file med is 3000, high is 14000, and ultra is 20000. I set the distance to about 7000 and i get 50 to 60 at goodneighbors gate.
