The episodes still are mostly self-contained. You can jump right in in the middle of the season and enjoy the episodes, you just may miss out on a few references to previous episodes.
It was only in the most recent one at the very end where a major overarching plot point became presented. Next episode will likely be mostly self-contained too, with a bit more of the overarching plot moving forward as well, until it all comes together in the last episode of the season.

I'm Danish, not American. If you want to apply the American system, you're pretty much spot on though. A college degree is pretty much a high school diploma here, almost everyone has one. I like how the show can be both completely silly, and topical. And I'm not at all concerned with picking it off the shelf at a later point. At worse, I got a much heartier laugh today, because the content was so strong now, and then next year it won't hold up.
But at best, these episodes will serve as a nice time capsule. So you can remember all the crazy shit that happened during that time. And get a wave of nostalgia, along with a reflective laugh.
Either way, I think it's a better show this way. And by actually allowing progression, the characters grow, and that creates more material for the show to remain interesting.
When every episode is self contained, the show start cannibalizing itself. Rehashing the same gags, and becoming stagnant. See the Simpsons.

What episodes didn't have a heavy handed political message and just told a solid, funny story? Cartmanland was one of my favorites because it had a funny concept and followed it through to it's logical conclusion.
