Lets me get Rifleman from Per, extra health and eventually HP regen from Endurance, then max out all the dialogue options with Int/Char. Plus I want all the customization stuff.

I really don't think it's necessary to plan this out in a fallout game, especially this one. It's not exactly hard to get anything you want, and in 4 you can just add to your special every level.

You know now that I'm messing around with the perk system in level ups I think this is the Skyrim system done correctly. Its largely helped by the SPECIAL system making grinding unnecessary.

I couldn't make my character a dumbass or a autist, so I had to put 5 in intel and charisma. I primarily play as a single shot rifleman who conserves ammo. I dunno if strength affects what weapons I can carry, so I kept it low. Endurance low cause I don't plan on close engagements.

Even by Level 30 I haven't felt the need to increase my SPECIAL, I just keep leveling or taking the useful perks for my character.
I'm centered around Pistols/Single Shot Rifles, hacking/lockpicking, and crafting/modding.
Low STR because I'm using the Lone Wanderer perk that by this level I've increased to give me 100 carry weight when flying solo.

Better crafting and mods are locked behind higher INT and STR levels. Better lockpicking and hacking are locked behind higher PER and INT. You can't setup supply lines between your outposts without higher CHR.
You're plenty limited by your stats and perk choice. If you keep taking a completely different perk or adding SPECIAL points every level you're going to be spending most of the game sucking ass at anything specific and useful

No clue, but there is alot of useful perks locked behind Charisma like the Lone Wanderer Perk, being able to create workshop town supply lines, you can even get perks thatallow you to make animals or people stand down and surrender by pointing your gun at them if you're a higher level.

I guess that makes sense but even then I would dock Endurance to at least 2-3. Remember Endurance affects how much sprinting takes up AP while Agility increases your AP which is why I'd reduce END and take more AGL.

This isn't the baby mode Morrowind or Oblivion where you just get your skills to 100 with quick grinding tactics and you can do anything more efficiently.
You have to pick and choose your perks that dictate whether or not you can do a particular thing at all and live with your choices. Unless you intend to grind for 265 levels, you're not going to be able to do everything, and unless you focus on select perks, you just going to suck at everything until max level.

It also depends if F4 has a battleground area with respawning enemies like DC in F3 or the raider vault in NV.

Luck is only useful in vats.
Here is how luck works:
WITHOUT CRIT BANKER:
When your crit bar fills IN VATS:
You crit whether you want to or not. The rate at which this crit bar fills is based on your luck stat.
OUTSIDE OF VATS:
You do not get crits in this fashion. At all. Ever.
You can only get crits from sneak attack criticals.
WITH CRIT BANKER:
The bar fills up and will let you press a button to execute a critical. IN VATS ONLY.
In either scenario you cannot crit outside of VATS aside from sneak attack criticals.
